Dear neighbors, Welcome to Fall! Here's my November-December newsletter to keep you informed. Much is happening these next two months, a packed schedule of neighborhood social events, new beautification projects and two hot button municipal issues: Short-Term rentals and Marijuana. Should Wilmington Allow Recreational Retail Marijuana Shops or Not and if so, Where?
In 2023 the Delaware State legislature passed a law that allowed municipalities - if they want- to permit retail marijuana stores. Several Delaware towns and cities opted out. There is disagreement between City Council and the City Administration about how appropriate it is to allow retail marijuana stores in close proximity to residential neighborhoods. In the 8th District, there is strong opposition to zoning proposals that allow marijuana retail shops without a major "buffer zone" from residential neighborhoods.
The issue will be further discussed by City Council in November. If you have an opinion, please continue to share with me if you haven't already. *In addition, at an October 23rd City Council committee hearing which featured a presentation from the State Marijuana Commissioner, (watch video here) City Council learned of a proposal to convert the shop at 1404 N. Dupont into a retail marijuana store. See the information provided by the State Marijuana Commissioner to City Council about this request at the bottom of this newsletter.
New Beautification Initiative - Spring 2025 Several nearby cities have public beautification contests. They include recognizing residents with honors for their efforts at neighborhood enhancement. It's a great way to build up community spirit and civic engagement.

I look forward to working with residents to start a Wilmington version in the 8th District timed with the Spring 2025 gardening season, which hopefully could grow to become City-wide.
There will be different categories for different size front yards or porches, and a "right of way" option so neighbors with any sized yard or level of resources can participate.
Bancroft Bridge Repairs are Underway

The Air BNB Issue Will Return to City Council in coming months
An incident on Friday night at a non-owner occupied Air BnB on Shallcross Avenue is a reminder that is a key issue that the City must decisively address.
Forty plus people gathered for a party at a house in the heart of this residential block, causing major disruption to residents.
City Council will resume discussion of previously proposed ordinances about how to best address this issue in the coming months.
Fun Fall Social Events

This iconic 8th District landmark will celebrate this milestone with an all day festival. More details to follow.

An incredible national-level exhibit comes to Wilmington. Check out the new round of murals on the walls around Wilmington.
An Interview: Why this business owner chose Wilmington?
We live in a city that is surrounded by suburbs filled with more land options than are available inside Wilmington. People have choices. That's why I am always eager to highlight businesses that decide to set up shop in our neighborhoods. Here's an interview with 8th District resident and Child Psychologist Anthony Alioto who recently co-started his practice in a renovated 19th century mansion next to Soldiers and Sailors monument:

Why did you choose to move your business to a Trolley Square versus any number of locations you could have chosen in the suburbs? The most significant reason was the charm and architecture of the neighborhood. We wanted to find an office that was not your typical square office in a square building. The Victorian charm of this walkable neighborhood was just right for the feel of our practice and our families. We also appreciated how close it was to several schools, main roads, and its proximity to 95.
What would you say to other businesses considering moving to Wilmington to convince them?
Coming to Trolley Square feels like coming home instead of going to work. It has a feel that you won't get anywhere else.
What’s your favorite thing about your new location that you discovered AFTER moving in? Just how quiet it is. I had assumed that being so close to Delaware Ave, Pennsylvania Ave, 95, and downtown that it might be louder and busier, but it's a lot of foot traffic and our offices are so quiet. We also love being so close to Brew Ha Ha!
